Pengelolaan Barang Milik Daerah (BMD) Di Kabupaten Bengkalis
The large number of Bengkalis Regency Government assets that are not
certified by the Bengkalis Regency Government can have juridical implications
(legal consequences in the form of rights and obligations arising from the
decision to grant a new debtor's claim in the debtor transfer agreement which
only binds the disputing parties. This study aims to analyze the Management of
Regional Property (BMD) in Bengkalis Regency and identify the factors that
hinder the Management of Regional Property (BMD) in Bengkalis Regency. This
study uses the theory of Management proposed by George R. Terry regarding the
Principles of Management in (M. Manullang Basics of Management), which
formulates management functions, which are abbreviated as POAC, namely
Planning, Organizing, Actuating and Controlling. The type of research used is
descriptive research with a qualitative approach. The method of data collection is
done by interview, observation and documentation.
The results of this study explain that the Management of Regional
Property (BMD) by the Bengkalis Regency Government is explained through four
principles namely Planning, Organizing, Implementation, and Supervision.
Management of Regional Property (BMD) is carried out by the Assets sector at
the regional financial and asset management agency in Bengkalis Regency, as an
assistant manager has carried out maximally and in accordance with the systems
and procedures of the Regional Property Management cycle as regulated in
PERMENDAGRI No. 19 of 2016 concerning guidelines for the management of
Regional Property, but not all of them have been implemented optimally, such as
delays in submitting reports at the level of goods users (SKPD), the use of
Regional Property BPKAD Bengkalis Regency is only limited to the use of
borrowing and use, the security carried out by BPKAD Bengkalis Regency does
not carry out legal safeguards. Factors that affect the management of Regional
Property (BMD) in Bengkalis Regency are the HR factor because of the need for
knowledge and understanding of HR in managing Regional Property (BMD), the
commitment of the leader because of the need for consistency in the
organizational structure set by the leader and the need for attention or firmness of
a leader. and the assessment factor of Regional Property (BMD) is also an
obstacle, especially the assessment of Regional Property (BMD) whose
procurement is unknown.
