Outermost Small Islands in Bengkalis Island, Bengkalis Regency, what happened
was the weakness of government management in mobilizing organizational
resources involved in utilization because of the many agencies in formulating
programs and policies so that tend to walk alone. There is no institution that
becomes the center of control or regime in power over the policy of managing the
outermost small islands functionally and structurally. Limited resources,
especially financing resources, because the budget is still spread across the
ministries and institutions causes development to be unfocused. The role of local
government. Basically, the local government can play a role together with the
government in developing the outermost small island so that the outermost small
island can be used as a marine tourism object, of course in accordance with the
authority possessed by the Bengkalis Regency regional government.
