Soebrantas Km. 12.5 Simpang Baru Pekanbaru, 2829, Tel/Fax 0761-63277 ABSTRACT PKH is one of the government programs that is relied on to accelerate poverty alleviation and improve the social welfare of the poor as well as an effort to cut the poverty chain. This research was conducted in Pekan Tebih Village, Kepuhan Hulu District, Rokan Hulu Regency with the aim of knowing: 1) Utilization of Beneficiary Families (KPM) with disabilities in Pekan Tebih Village which is channeled by the Village government through PKH assistance and 2) Obstacles faced by persons with disabilities in the PKH Program This study used a qualitative research method with a descriptive approach by taking 3 main subjects and 3 additional informants (key informants). Data collection carried out in this study were observation techniques, interviews and documentation. The theory used in this study is Robert K.Merton's functional structural. The results of field research can be concluded that 1) in the health sector, where KPM with disabilities still use personal money to seek treatment at the puskesmas, this is due to the absence of a medical card given, 2) in the education sector, KPM with disabilities who use children who are still at school, they use the assistance distributed to buy school supplies, school uniforms and other school supplies. and 3) the social welfare sector, where KPM with disabilities are given non-cash assistance in the form of groceries to meet their needs. The obstacle faced by KPM with Disabilities in this PKH program is the difficulty for research subjects to participate in routine activities which are held monthly because of the limitations they have such as difficulty accessing vehicles to attend this meeting which is called the Family Capability Improvement Meeting (P2K2) which discusses the use of funds assistance that has been distributed to Beneficiary Families (KPM).
