Strategi Percepatan Peremajaan Sawit Rakyat (Psr) Di Gapoktan Pandan Jaya Kabupaten Siak
ABSTRACT
The realization of the PSR program is relatively low and tends to decrease every year. One of the declines in the realization of the PSR program occurred in GAPOKTAN Pandan Jaya, where the realization of the PSR program in the first phase of 122.8 ha fell to 96.9 ha in the second phase of PSR. This study aims to identify the strengths, weaknesses, opportunities and threats of implementing the PSR program at GAPOKTAN Pandan Jaya, then formulating a strategy to support the acceleration of the PSR program at GAPOKTAN Pandan Jaya. The population in this study were farmers who participated in the PSR program. Sampling in this study used a disproportionate stratified sampling technique with a total of 30 planters consisting of 15 first stage PSR planters and 15 second stage PSR planters. The data needed in this study were obtained through interviews and filling out questionnaires. The data obtained will be processed using a qualitative descriptive analysis to answer the first objective and a SWOT analysis to answer the second objective. The results showed that four priority strategies were obtained to support the acceleration of the PSR program at GAPOKTAN Pandan Jaya, including: 1) Accelerating the fulfillment of PSR requirements to obtain financial assistance from BPDPKS (SO1); 2) Utilizing support from Bank Riau Kepri (BRK) to overcome the lack of capital (WO2); 3) Increasing the role of GAPOKTAN in resolving land disputes that are certified as SHM but indicated as forest areas (ST1); and 4) GAPOKTAN in collaboration with BPTP Riau conducted socialization and training on intercropping cultivation on rejuvenated land (WO1).
