Implementation of the Building Approval Policy (PBG) in the City of Bukittinggi

ABSTRACT
After the enactment of Law Number 11 of 2020 on Job Creation (Job Creation Law), the Government abolished the term Building Permit (IMB) as one of the requirements for building construction. The term IMB was replaced with Building Approval (PBG). PBG is a license given to building owners to build new, change, expand, reduce, and/or maintain building buildings in accordance with building technical standards (Article 1 point 17 of Government Regulation Number 16 of 2021 concerning Implementation Regulations of Law Number 28 of 2002 concerning Building Buildings or PP 16/2021). This research aims to analyze and describe the content and factors that influence the implementation of the Building Approval (PBG) policy in Bukittinggi City. This research uses the theory of Merilee S. Grindle which uses 2 indicators, namely policy content and implementation environment. This research uses qualitative methods. Data collection techniques were carried out by direct observation in the field, interviews, and documentation. The results showed that the implementation of the Building Approval (PBG) policy in Bukittinggi City has not gone well, it is caused by several factors that affect the course of the policy, including human resources, the strategy of the actors involved, and the characteristics of the institution.
