ABSTARCT
Innovation in a public service government agency is an important thing in a government environment which is a public problem that often occurs. Innovations created can improve the quality and satisfaction of services to the community. Direct delivery service innovation is a program created by National Land Agency Pekanbaru City. The metohod used in this research is descriptive qualitative. Data collection techniques were obtained from observations and interviews. The theoretical concept used in this study is Rogers theory in Wuri regarding the attributes of innovation. This study aims to determine the process of implementing direct delivery service in National Land Agency Pekanbaru City. The results of this study as a whole from the relative advantages, compability, complexity, triability, and observability have been running according to the program. The inhibiting factor was in the process of implementing the direct delivery service innovation program, namely errors in inputting the applicant's address data resulting in direct delivery service officers experiencing difficulties in delivering files resulting in incorrect delivery of mixed files. And the error found in the incomplete service applicant gives the address to the direct delivery service officer (Petarung). Suggestions that the author can give regarding the process of implementing direct delivery service innovation at the Pekanbaru City National Land Agency so that it can run optimally are: fighter officers must be even more careful in inputting applicant address data, and the public must be more complete in giving addresses to be delivered. to combat officers so that direct delivery service officers do not experience difficulties in finding the applicant's address.
