ABSTRACT
Corona virus is a type of virus that is attacking the world today. The disease caused by this viral infection is called COVID-19. The risks posed by the COVID-19 pandemic not only have an impact on health, but also have an impact on the community's economic decline. Due to the impact caused by the corona virus, the government issued a policy in the form of a 50% UKT refund for students affected by the covid-19 pandemic. Single Tuition Fee (UKT) is a fee charged to each student to be used in the learning process. However, in reality the 50% Single Tuition Refund (UKT) program implemented by the University of Riau is still a question for students who make Single Tuition Fee payments (UKT) during the covid-19 pandemic. This study uses a qualitative method with a descriptive approach where the data collection techniques used are interviews, observations, and documentation. Data analysis techniques in this study are data reduction, data presentation, and conclusions. The results of research in the field state that the 50% UKT Refund program has been running effectively, this can be seen from the goals and benefits of the 50% UKT Refund program at the University of Riau. However, in its implementation there are still several obstacles experienced, one of which is that there are still students who have not received this 50% UKT Refund. The factors that affect the effectiveness in implementing the 50% UKT Refund are human resources and funding.
