Pengawasan Dalam Rangka Pencegahan Peredaran Narkotika Di Lembaga Pemasyarakatan Kelas IIa Bengkalis
Even though the government has taken many steps through the National
Police, the National and Regional Narcotics Agency, as well as a number of
elements of society, the circulation of narcotics is still rife. Class IIA Bengkalis
Penitentiary (Lapas) has not been spared from being a location (locus delicty) for
illicit narcotics trafficking. Integrated prevention efforts are needed to make
prisons clean from narcotics abuse and circulation, one of which is to improve
supervisory management.
This study applies an empirical juridical approach that remains based on
normative premises where the operational definition is taken from laws and
regulations to then look at the reality on the ground. Primary data was collected
through interview sessions with officers and inmates of Class IIA Bengkalis
Prison. secondary data obtained from various documentation through literature
study methods.
Supervision in preventing the distribution of narcotics in the Bengkalis
Class IIA Penitentiary does not meet the criteria for good supervision as
suggested by Manulaang (2001). This can be known through the evaluation
criteria and corrective actions, where in the evaluation criteria there are still
implementing officers who do not meet the qualifications of supervising executors
and WBP supervisors. Then in the improvement criteria there is still no corrective
action for long-term improvement, especially in controlling people and goods,
and fostering independence and rehabilitation of narcotics addicts.
The evaluation results show that there are still several obstacles in
implementing standard SOPs, namely: 1) Excess residential capacity; 2) Lack of
Personnel and Quality of Human Resources (HR), such as: Executing Officers do
not yet have the ability to identify types of narcotics and do not meet the
qualifications as coaches for self-reliance development; 3) Lack of supervisory
advice and infrastructure, such as: There is no x-ray to search luggage and body
sensors to support body searches of prisoners, officers and visitors; and the lack
of supporting infrastructure to increase the effectiveness of WBP coaching; and 4)
Corrupt mentality of correctional officers.
