ABSTRACT
The natural and cultural potential of Tilan Island can be used as a tourist destination, but the community and local government have not entirely appropriately managed it. There is a need for social capital in the development of Tillan Island Ecotourism. The social capital that grows in society provides a comprehensive picture of all the common goals to be achieved. This study aims to 1) Know the community's activities in developing the Tourism Potential of Tilan Island. 2) Knowing the strengths and weaknesses of the social capital element in developing Tilan Island Ecotourism. This research uses a qualitative approach by collecting data: through observation, in-depth interviews, and documentation. The results showed the utilization of the natural potential of Tilan Island, namely, the dense, beautiful, and still maintained forests of Tilan Island, camping areas, water games, outbound, and fishery potential. Meanwhile, the cultural potential is the implementation of the Tilan Island Festival and preserving Budaya Melayu. Social capital in developing Tilan Island ecotourism includes trust between communities to develop Tilan Island ecotourism. The conviction of society and the local government has not been fully able to develop Tilan Island Ecotourism. Public confidence in the private sector can help the development of Tilan Island Ecotourism. Norms in the development of Ecotourism on Pulau Island and social networks between communities and the government have been formed. Still, the government has not been consistent, and community social networks with private parties have been developed, among others, with Pertamina Hulu Energi Siak.
