COLLABORATION IN THE IMPLEMENTATION OF THE TOURISM DESTINATION DEVELOPMENT PROGRAM
(CASE STUDY OF DEER LAKE TOURISM IN KAMPAR DISTRICT)

ABSTRACT
Deer Lake Tourism is one of the tours developed by the Tourism and Culture Office of Kampar Regency. The Kampar Regency Tourism and Culture Office seems negligent in the physical implementation of the project, by ignoring RI Law No. 2 of 2017 concerning Construction Services. This includes the problems faced for development in Deer Lake tourism. The concept of collaborative governance is very important in the application of collaborative development of tourist destinations because this collaboration does not only involve the government, but also involves the community and Pokdarwis. This collaboration aims to develop Deer Lake tourism in Kampar Regency and to increase regional income. This research uses a qualitative method with a descriptive case study approach. The theory used is Purwanti's theory, namely: 1. Principled Engagement, 2. Shared Motivation, 3. Capacity for Join action. The results of this study are tourism destination development programs that have been going well because it is proven by the involvement of good principles, shared motivations that have been understood, and the involvement of principles that have been carried out by collaborating parties. The inhibiting factors are human resource factors, community participation factors and minimal budgets.
