ABSTRACT
One of the main problems is the problem of forest and land fires, even these fires occur almost every year especially during the dry season. Forest fires cause severe environmental damage and significant economic losses. Fires can be started either man-made or spontaneously (naturally). This study uses phenomenology and qualitative research techniques. Implementation of George Edward III's Public Policy Theory as an indicator in the discussion of this research. The research location was carried out by the Regional Disaster Management Agency (BPBD) of Rokan Hulu Regency. Research data obtained through observation, interviews, and document analysis. Source triangulation is used to assess the correctness of the data before it is reduced, displayed, and evaluated to draw conclusions. The results of the research show that the Prevention of Forest and Land Fires in Rokan IV Koto District, Rokan Hulu Regency is still not running optimally. The socialization activities carried out by the BPBD to the community have not been carried out in all preventive ways in Rokan Hulu Regency. The inhibiting factor for prevention is inadequate outreach activities for the prevention of karhuta and inadequate prevention patrols. Suggestions from researchers from the Regional Disaster Management Agency are expected to optimize their performance in dealing with forest and land fire prevention and the Rokan Hulu District Government or related agencies to be able to provide policies in carrying out more routine outreach activities.
