Public Services at the Dumai City Population and Civil Registration Office (Case Study of Using the Online Citizen Population Administration Service System Application (SILAWO))

ABSTRACT
The SILAWO application is a web-based online application designed by the Dumai City Population and Civil Registry Office to make it easier for the public to process population documents. The purpose of this study was to determine electronic-based public services at the Dumai City Population and Civil Registration Office through the use of the SILAWO application and the inhibiting factors in electronic-based public services through the SILAWO application. This study uses the theory of electronic service quality (E-GovQual) by (Xenia Papadomichelaki dan Gregoris Mentzas 2012) in which there are four indicators, namely: efficiency, reliability, trust, and citizen support. This study uses a descriptive qualitative research approach. Various important information, both essential and additional information, was collected through interviews, observation, and documentation, then analyzed with the aim that conclusions can be drawn from the current study problems. The results of this study are that electronic-based public services have not run optimally because there are still inhibiting factors in the implementation, namely the insufficient availability of facilities and infrastructure, network disturbances and lack of socialization of using applications directly or face to face.
