ABSTRACT
Kampung Bandar Tourism is one of the tours that has many historical and cultural stories about the forerunner to the founding of Pekanbaru City today. In the process of developing Kampung Bandar tourism to become one of the leading destinations in Pekanbaru City, problems are inseparable from uniting the interests of the parties involved in the process. This study aims to analyze the development of Kampung Bandar tourism based on collaborative governance by the Pekanbaru City Culture and Tourism Office and the constraints that exist in the development process. The theory used is collaborative governance process theory by Ansell and Gash with 5 process indicators: face to face dialogue, trust building, commitment to process, shared understanding, and intermediate outcomes. This research uses a type of descriptive qualitative research. The results of this study found that the development of Kampung Bandar tourism based on collaborative governance by the Pekanbaru City Culture and Tourism Office was carried out informally by face to face in the form of program meetings, then trust building with information disclosure and tourism confidence for the benefit of the community, then commitment to the process synergy to build the country with the concept of Sapta Pesona Wisata based on environment, and shared understanding in implementing it together by building collaboration, as well as intermediate outcomes which were successfully achieved in 2022 were included in the nominations for the top 9 village representatives in Riau and the top 300 at the National level at the Award event Indonesian Tourism Village in 2022. Other obstacles encountered in this collaboration process were ineffective communication in deliberations, lack of role from the Pekanbaru City Culture and Tourism Office regarding human resources, lack of synergy in developing Kampung Bandar tourism and the absence of a binding MoU so that the process this collaboration can continue.
