Empowerment is one of the functions of government. Empowerment carried out by the Indragiri downstream Regency Social Service for Remote Indigenous Communities (KAT), especially the Anak Dalam Tribe, is the focus of this research. Remote Indigenous Communities (KAT) are a group of people in a certain number who are local and have little or no contact with the outside world such as services, socio-economics and politics. This research aims to determine the empowerment program carried out by the Indragiri Hilir Regency Social Service in improving the welfare of the Remote Indigenous Community (KAT) of the Anak Dalam Tribe in Kemuning District.
This research uses a qualitative approach using descriptive research. Data collection techniques were carried out using interviews and documentation. The data analysis technique used in this research has steps such as data collection, data reduction, data presentation and drawing conclusions.
The results of this research explain that the empowerment stage is carried out in three stages, namely the awareness stage, capacity building stage, and empowering stage. The Remote Indigenous Community Empowerment Program for the Anak Dalam Tribe in Kemuning District has indeed been carried out by the Indragiri Hilir Regency Social Service. But in practice it is less effective. This can be seen from the lack of participation of the Anak Dalam Tribe community in empowerment programs by not carrying out sustainable empowerment programs, the lack of strategic assistance in livable houses so that the Anak Dalam Tribe still return to the forest.
