Analisis Pembiayaan Sertifikasi Indonesian Sustainable Palm Oil (ISPO) Oleh Pekebun Kelapa Sawit Swadaya Di Kabupaten Rokan Hulu
Indonesia Sustainable Palm Oil (ISPO) is a standard for sustainable palm oil plantations in Indonesia. According to Presidential Decree Number 44 of 2020, every company and independent farmer in Indonesia is required to have ISPO certification no later than 2025. Minister of Agriculture Regulation No. 38 of 2020 article 53 states that smallholders can apply for assistance with ISPO certification costs. However, until 2023 there is no clear amount of assistance costs for growers to process ISPO certification. The research used a survey method with a sample of 32 growers who already had ISPO certification from two villages in Bangun Purba District. The aim of this research is to determine the financing of training, assistance and initial certification in administering ISPO certification by independent oil palm growers. The results of the research show that the training provided to ISPO participating growers was 9 types of training, 18 types of accompanying training, and 10 types of training for organizational administrators/internal auditors. There were 33 assistance provided according to ISPO indicators. The average training cost is IDR 1,717,703 per independent smallholder. The average amount of assistance costs is IDR 2,507,088 per independent smallholder. The average initial certification cost is IDR 535,095 per independent smallholder. The total cost of ISPO certification is IDR 4,759,886 per independent smallholder participating in ISPO.
