Strategi Teknis Penanganan Lalu Lintas (Studi Kasus Kawasan Pelabuhan Mengkapan)
On holidays, the Volume-to-Capacity (V/C) Ratio on the Lintas Sumatera road section is 0.602, with an existing speed of 30 km/h. This information is based on a survey conducted on Saturdays from 07:00 AM to 06:00 PM. For instantaneous speed, a sample of 100 vehicles representing a total of 1812 vehicles was taken using the Slovin method. Traffic congestion on the access road to Mengkapan Port is causing a decline in service on the main road. This is due to congestion caused by vehicles parking on the road, the movement of pedestrians, and street vendors. As a result, the movement of vehicles in and out of the port becomes stagnant during busy hours, specifically between 10:30 AM and 11:30 AM. Therefore, there is a need for a technical study on Traffic Handling Strategies in the Mengkapan Port Area using the MKJI (Indonesian Road Capacity Manual) calculation approach. The evaluation parameters include road section speed and vehicle volume during holidays.
Analyzing the issues found on the access road to the port and their impact on the main road, the Lintas Sumatera highway, further analysis is conducted on traffic service and speed. Following the annual plan, traffic engineering management is implemented to increase road capacity and improve road section performance. The analysis results can be used as recommendations projected through the application of Vissim, allowing for the visualization of traffic flow. Vissim is a simulation application used to visualize traffic volume and flow, providing realistic and accurate depictions of real field conditions.
