The Waiting Service Application is an application created to make it easier for people to process population documents in the form of lost KTP, Damaged KTP and Urgent Needs KTP. The process of implementing services through the LAGU application in 2020-2021 has received many complaints from the public due to the obstacles experienced by users when accessing services through the Waiting Service Application. This research intends to formulate the effectiveness of mobile government services through the Waiting Service application by the Pekanbaru City Dukcapil Disdukcapil in 2020-2021. The research location is in Pekanbaru City, specifically at the Pekanbaru City Population and Civil Registration Service.
This research uses the theory of effectiveness of mobile government services put forward by Jasin, at al, namely program planning, implementation process, results/productivity and community satisfaction. Data collection techniques through interviews and documentation. The data analysis techniques used are data collection, data reduction, data presentation, and drawing conclusions or verification.
The research results show that the effectiveness of mobile government services through the Waiting Service application has not been implemented effectively. The implementation process was hampered by dependence on the central server and limited availability of E-KTP forms, causing the productivity of the Waiting Service application service to not be optimal. However, in 2021 several obstacles can be overcome, namely the creation of a backup server and a sheet of paper in the form of a temporary E-Ktp when the E-Ktp form is late. then, at the Pekanbaru City Disdukcapil Service Office there were still several officers who were less than friendly in responding to questions/complaints submitted directly by users of the Waiting Service Application.
