Kapabilitas Dinas Kebudayaan Dan Pariwisata Dalam Pengembangan Objek Wisata Danau Buatan Di Kota Pekanbaru Tahun 2022
This research is based on problems related to the development of the Artificial Lake tourist attraction, which include inadequate conditions of facilities or infrastructure, lack of promotion and a drastic decline in the number of visitors. This research aims to determine the capabilities of the Pekanbaru City Culture and Tourism Office in developing the Artificial Lake tourist attraction using the core capabilities theory proposed by Leonard and Barton (1992), where data collection techniques include interview and documentation techniques. Then, the data analysis technique used is a qualitative descriptive analysis technique which includes data collection, data reduction, data presentation and drawing conclusions.
The results of this research indicate that the capabilities of the Pekanbaru City Culture and Tourism Department do not yet have the capability to fully develop the Artificial Lake tourist attraction which can be seen in 4 (four) dimensions of capability, namely knowledge and skills, technical systems, managerial systems and values and norms. First, in the knowledge and skills dimension, the Culture and Tourism Service already has two programs, namely knowledge and skills development and a capacity building program for Apparatus Resources. Even though it is already running, in the process the two programs are not specifically aimed at developing the Artificial Lake tourist attraction and only general knowledge related to culture and tourism. Second, in the technical systems dimension, the Department of Culture and Tourism does not yet have standard operational procedures (SOP) and adequate information systems for developing the Artificial Lake tourist attraction. Third, in the managerial systems dimension, the Department of Culture and Tourism has collaborated with PT. Pekanbaru Development Facilities (SPP), but the budgeted program planning has not yet been implemented and there is still no further coordination for the development of the Artificial Lake tourist attraction. Fourth, in the dimensions of values and norms, the Department of Culture and Tourism still does not have a Motto and Vision and Mission which indicates the government's lack of seriousness and commitment in developing the Artificial Lake tourist attraction.
