Mantis shrimp is a crustacean that has a physical form resembling a praying mantis (manthis). Mantis shrimp have a high economic value where the price of one mantis shrimp is sold inthe range of IDR 40,000 toIDR 120,000 which is exported to Hong Kong, Singapore and Taiwan. The high selling price of mantis shrimp has made fishermen make mantis shrimp their main catch when going to sea. Mantis shrimp fishing activities in Kuala Jambi District are carried out at any time without recognizing or paying attention to the fishing season and with little attention to the use of environmentally friendly fishing gear. It is feared that large-scale fishing activities could disrupt the existence of the shrimp population in the ecosystem and could threaten the sustainability of mantis shrimp in Kuala Jambi District. The purpose of this study is to determine the sustainability status based on the ecological, economic, social, technological, legal and institutional dimensions of mantis shrimp (H. raphidea) capture fisheries, determine the right strategy to be applied in the sustainable management of mantis shrimp (H. raphidea) capture fisheries and find out how to implement the management functions consisting of Planning, Organizing, Actuating, Controlling in the framework of sustainable management of mantis shrimp (H. raphidea) capture fisheries in Kuala Jambi District, East Tanjung Jabung Regency.

This research was conductedin KualaJambi District, East Tanjung Jabung Regency, which consists of three villages, namely Tanjung Solok Village, Majelis Hidayah Village and Kuala Lagan Village. This research method was implemented using a survey method. The technique for determining the research location was carried out using the purposive sampling method. The types and sources of data used in this study are primary data and secondary data which are then analyzed descriptively. Primary data were obtained by conducting direct observations and measurements at the research location and in-depth interviews with the help of questionnaires. While secondary data were obtained from various government agencies such as the Kuala Jambi District Office, East Tanjung Jabung Marine Affairs and Fisheries Service, Jambi Province Marine Affairs and Fisheries Service, East Tanjung Jabung Regency Marine Affairs and Fisheries Development Agency, Jambi Province Indonesian Quarantine Agency, KKP Fisheries Extension Officers, Jambi PSDKP Work Unit, Fishermen Groups. Sustainable management of mantis shrimp (H. raphidea) capture fisheries is seen from five dimensions, namely the ecological dimension, economic dimension, social dimension, technological dimension and legal and institutional dimension. The score value of each attribute was analyzed using the Rapfish technique and several analyses were carried out such as Multi-Dimensional Scalling (MDS), leverage analysis and Monte Carlo analysis. Management strategy analysis is carried out descriptively based on the sensitive attributes of leverage analysis.

Based on the research results, the catch of mantis shrimp (H. raphidea) for 2 months, namely January-February, amounted to 4791 shrimp. The results of the assessment of the analysis of the sustainability status of mantis shrimp in Kuala Jambi District, East Tanjung Jabung Regency generally show a fairly good level of sustainability, although there are still dimensions that are less sustainable. The results of the analysis of each dimension show that the ecological index is quite sustainable with avalue of (56.41%), the economic dimension indexvalue (55.02%) with a fairly sustainable category, the social dimension index value (34.14%) with a less sustainable category, the technological dimension index value (62.70%), and the legal and institutional dimension index value (43.69%) with a less sustainable category. The results of the multidimensional analysis show that the sustainability status of mantis shrimp (H. raphidea) capture fisheries in Kuala Jambi District is in the fairly sustainable category with an index value of (51.95%).

The strategy to improve the sustainability status of mantis shrimp (H. raphidea) capture fisheries management is to prioritize sensitive attributes in each dimension. The ecological dimensions of the strategy that can be implemented are: improving the mesh size that is adjusted to the target for catching mantis shrimp, determining the fishing area and determining the size of mantis shrimp that is allowed to be caught. The economic dimensions of the strategy that can be implemented are: Regulation of shrimp fishing efforts, provision of financial assistance, transparency of export selling prices from collectors and provision of business capital assistance. The social dimensions of the strategy that can be implemented are: Increasing fishermen's access to education, Strengthening fishermen's groups, regular socialization regarding the importance of the role of familiesin the marine and fisheriessector, and the role of the government in finding solutions, namely being able to regulate ship shipping routes and sailing times. The dimensions of strategic technology that can be implemented are: Development of efficient fishing gear, changing the type of fishing gear, increasing assistance with facilities and infrastructure, and repairing ship docks. The legal and institutional dimensions of the strategy that can be implemented are: Increasing the number of community monitoring groups, optimizing the performance of community monitoring groups(Pokmaswas), increasing theroleofgovernmentinstitutionsand agencies and encouraging the effectiveness of the application of administrative sanctions and increasing outreach on fisheries regulations. The management functions applied in the management of mantis shrimp capture fisheries in Kuala Jambi District which were carried out by researchers during observations consisted of POAC (Planning, Organizing, Actuating and Controlling).
