Abstract

This study aims to determine the effect of participation in budgeting, functional supervisors, and leadership style on local government performance. The population in this study is the Pekanbaru City Regional Apparatus Organization. The sample selection in this study used a purposive sampling method to process data using the SPSS application. The samples selected in this study were 31 agencies and were selected based on predetermined criteria, namely, employees who had served more than 1 (one) year in OPD and had a minimum education level of D3, were seen as having an understanding of the situations and conditions that existed in OPD. The data analysis method used is multiple linear regression.

The results of this study indicate that functional supervision has an influence on local government performance. Budgeting that involves the participation of various parties also has an impact on local government performance. In addition, an effective leadership style also contributes to improving local government performance. This research shows that effective oversight, active participation in budgeting, and good leadership are very important in improving local government performance. The novelty of this research is by using supervisory variables and leadership style because it looks at organizational performance. Most of it is not optimal, by adding these two variables it can support strategic planning which encourages better performance, more innovation, there is still a lack of firmness from the heads of departments, there are deficiencies regarding budget absorption and misuse of government facilities that occurred in Pekanbaru City and achieved better goals, and took place in the Pekanbaru City OPD.
