Collaborative Governance Dalam Pengembanganekowisata Mangrove Di Desa Pangkalan Jambi Kecamatan Bukit Batu Kabupaten Bengkalis

Collaborative Governance is an important thing to do for mangrove ecotourism development activities, if there is no cooperation between interested groups or actors it will be difficult to achieve significant development. Therefore, the purpose of this research is to analyze the collaboration of actors and inhibiting factors in the development of mangrove ecotourism in Pangkalan Jambi Village, Bukit Batu District, Bengkalis Regency. The method used is a qualitative method with a phenomenological approach. Researchers took this method in order to see more deeply the collaboration of actors based on the phenomena that researchers found when conducting research. In analyzing actor collaboration, researchers used Ansell & Gash's theory, collaboration is assessed through face-to-face dialogue activities, mutual understanding, commitment in collaboration, building trust, and interim results. Actor collaboration in the development of mangrove ecotourism in Pangkalan Jambi Village has not been effective where the community has had a temporary impact such as getting income from MSME activities, dialogue activities have also been carried out by interested actors. Although collaboration is good enough, stakeholders must be able to develop ecotourism so that it has stable visitors again. All of these activities are hampered by several things such as the absence of scheduled dialogs by presenting all interested parties, and not running well the commitment between actors.
