Analisis Perencanaan Strategis Sistem Informasi Menggunakan Metode Tozer Pada Kementerian Agama Kabupaten Kampar Provinsi Riau

The Ministry of Religious Affairs of Kampar Regency, Riau Province, is a religious office responsible for public services. This study aims to develop a strategic information systems (IS/IT) planning using the Tozer method to enhance competitiveness and service quality. The methods include SWOT, Value Chain, and PEST analyses to identify internal and external organizational factors, CSF analysis to determine business needs, and McFarlan Grid to design an application portfolio. Based on the SWOT analysis, the organization is positioned in the aggressive strategy quadrant with a score of 2,09 and a weight of 0,65. The analysis highlights key strengths in infrastructure, human resources, and institutional collaboration. The Value Chain identifies value-added activities, while the PEST analysis emphasizes the need to integrate technology into religious services. The McFarlan analysis yields thirteen recommendations and eight proposed information systems for future development.
