Global Value Chain: Analisis Konteks Kelembagaan Lokal, Peningkatan, Dan Peran Pemangku Kepentingan Kopi Liberika Di Kabupaten Meranti
ABSTRACT
Liberica coffee from Meranti Islands Regency has a unique fruity aroma and strong taste
character, as well as the ability to grow on peat and clay lands. This uniqueness has been
recognized through the Geographical Indication Certificate (GIS), but its development still
faces structural obstacles. This study aims to analyze the role of local institutions, the
improvement process, and the contribution of stakeholders to the integration of Meranti
Liberica Coffee in the Global Value Chain (GVC). This study uses a qualitative approach with
data collection techniques through interviews, observations, and documentation. The results of
the study show that local institutions in Kedabu Rapat Village are still informal and have not
been structured formally as cooperatives. The support available is limited to socialization,
without access to technical training, financing, and technology. Upgrading has only occurred
in the form of process improvements through the use of simple tools, while improvements in
product quality and business functions have not developed evenly. The role of stakeholders is
still fragmented and systematic cooperation has not been established between farmers, the
government, and business actors. Therefore, the integration of Meranti Liberica Coffee into
the GVC requires institutional strengthening, increasing farmer capacity, and more solid crosssector
collaboration.
