Adaptive governance dalam pelaksanaan program kampung iklim di kelurahan agrowisata Kecamatan rumbai barat kota pekanbaru
Climate change has become a global concern, including in Indonesia, and has significantly impacted various aspects of society, particularly farmers. Mitigation efforts are needed to address greenhouse gas emissions that cause climate change, as well as adaptation measures. In response, the government launched the Climate Village Program (Proklim) to support local-level mitigation and adaptation actions, such as in RW 05, Agrowisata Subdistrict, where the most residents are farmers, and which has achieved the highest national category along with the trophy. The purpose of this study is to describe and analyze adaptive governance in the implementation of the Climate Village Program in Agrowisata Subdistrict, Rumbai Barat District, Pekanbaru City, as well as its supporting factors, using the theory of successful adaptive governance with eight indicators. This research uses a qualitative and descriptive method. Data collection techniques include interviews, observation, and documentation. The results show that adaptive governance in the implementasion of Climate Village Program in Agrowisata subdistrict has been well-executed, tailored to the needs of local program management in terms of collaboration, coordination, capacity building, community involvement, and empowrment, decision-making, leadership, and innovation, all of which support the success of adaptive governance in the program. Furthermore, the supporting factors for Proklim implementation can be summarized into three aspects: active participation of the local community, skilled leadership from the Proklim chairperson, and strong cross-sectoral support.
