Background and Objectives: Forests function as a habitat for living things and are a supporter of oxygen availability throughout the world. Forests also function as absorbers of 25% of carbon dioxide emissions that are released into the atmosphere due to human activities, and Indonesia is the country with the third largest forest area in the world. Forest fires are a routine problem in Indonesia, especially in Riau Province. Riau has 10 regencies, and one of the largest forest fires occurred in Pelalawan Regency. Based on hotspot monitoring via the Terra/Aqua Satellite, it can be seen that the percentage of land fires in Pelalawan Regency to the total forest fires in Riau in 2017–2021 was 11%, 4.6%, 5.7%, 9.8%, and 7.8%. Although there was a decrease in the percentage of fires, this condition cannot be categorized as free from forest fires. The purpose of this study is to produce a new strategy related to Institutional Strengthening and Synergy of Law Enforcement Officials in Resolving Forest Fire Cases in Pelalawan Regency. Method: This research is a combination that combines qualitative research (first stage research) and quantitative (second stage research) sequentially, using library research and accompanied by data analysis based on existing data collection, then processed statistically and used to answer the formulation of research questions. Analysis of strategic factors includes internal factor analysis and external factor analysis which begins with field observations, surveys and literature studies. Results: in this case Establishing legislation to confiscate all assets of forest fire perpetrators, the need for institutional strengthening and synergy of law enforcement officers, Establishing legislation related to policy follow-up on forest fire land locations, and Harmonizing overlapping legislation on forest fires into one special rule. Conclusion: Actions or efforts that must be taken to strengthen law enforcement in preventing and handling forest fires are: Establishing laws and regulations to confiscate all assets of burned land, Strengthening Institutions and Synergy of law enforcement officers, Establishing laws and regulations related to policy follow-up on forest fire locations, Harmonizing overlapping laws and regulations regarding forest fires into one special regulation.
