Penerapan Prinsip E-Government Dalam Implementasi Sistem Pemerintahan Berbasis Elektronik (Spbe) Pada Dinas Kependudukan Dan Pencatatan Sipil Di Kota Pekanbaru
Population administration services are a series of government activities aimed at fulfilling citizens' rights to obtain population documents quickly, easily, and transparently without having to meet officers directly. The Pekanbaru City Population and Civil Registration Office (Disdukcapil) has implemented E- Government through various applications such as SIPENDUDUK, Siapmen, and Lokdon, but technical and social barriers are still found that affect service effectiveness. This research uses a qualitative method with a case study approach. This research approach uses Indrajit's theory (2016) with three main indicators: Support, Capacity, and Value. The application of e-government principles at the Pekanbaru City Population and Civil Registration Office makes it easier for the public to report population data and also provides convenience for employees. In addition, other positive benefits are time and cost savings in data reporting. The successful implementation of e-government principles is inseparable from various challenges, such as elderly people who cannot understand the online system, external network constraints during electricity repairs and the public's lack of knowledge about Information Technology.
