Efektivitas program penempatan tenaga kerja oleh dinas ketenagakerjaan kabupaten agam
The background of this study is the high unemployment rate in Agam Regency, which reached 14,652 people in 2023. This research aims to analyze the effectiveness of the employment placement program implemented by the Agam Regency Manpower Office and to identify the inhibiting factors in its implementation. The study employed a descriptive qualitative approach with data collected through observation, interviews, and documentation involving informants from the Manpower Office, partner companies, and job seekers. The findings indicate that the employment placement program has contributed to reducing unemployment, yet it has not been fully effective, as several indicators have not been achieved, such as the number of registered job seekers and monitored job placements. The main inhibiting factors include limited human resources with information technology skills, insufficient operational budget, inadequate facilities and infrastructure, and limited access to job vacancy information. This study concludes that improving human resource capacity, optimizing the use of technology, and conducting more extensive socialization are required for the employment placement program to run more effectively and achieve its intended targets.
