The present research is related to the implementation of a laboratory quality management based on ISO/IEC 17025:2005 at Health and Environment Laboratory Technical Unit. The observation shows that there is a phenomenon at the Technical Unit such as the educational competency mismatch of the human resources, low skills of employees, unavailability of socialization and promotion fund. Therefore, the research problem is formulated as “How has Quality Management at the Health and Environment Laboratory Technical Unit of Riau Health Office been implemented.”
The population includes all 48 employees of Health and Environment Laboratory Technical Unit. Since the number of population is relatively small, all of them are selected using a census technique as the sample. To ensure the accuracy of the research, the head of the Technical Unit was appointed the key informant. The data were collected with an interview and questionnaire. They are analyzed using descriptive and qualitative methods with a multiple regression formula.
The results show that strength has a significant effect on the implementation of the quality management. Weakness has a significant effect on the implementation of the quality management. Opportunities have a significant effect on the implementation of the quality management. Threats have a significant effect on the implementation of the quality management. F-test to see simultaneous effects of each variable shows that the variables of SWOT analysis have a significant effect on the quality management at Health and Environment Laboratory Technical Unit of Riau Health Office.
