Ernawati. Z, NIM: 1010247782. Implementation Permendiknas About Appointment of Principal in Dumai City, guided by: Dr.H. Syakdanur Nas, MS and Dr.Rr.Sri Kartikowati, MA., M.Buss. Research on implementation related to the appointment of the Principal could not be separated from two Permendiknas, namely, one.Perrmendiknas No.13/2007 about Standard Principal and two.Permendiknas No. 28/2010 about the Assignment Teacher as Principal. This study starts from the issue of whether the process of appointment of principals in Dumai City are in accordance with the applicable rules mentioned, and also how the mechanism of appointment of principals in Dumai City. The research was conducted using qualitative approach with case study method. Informan was determined by purposively and snowball technique. Data was collected by interview, observation, and documentation. Data, then, was analyzed using interactive analysis and continues until it and obtained data. The research found that of appointment of the principal public in accordance with the Decree of the No. 13 / 2007 include age and classes have been met, but the educational qualification S-1, requirement to have the certificate of the principal and teacher competency test has not been met well, while the mechanism of appointment and assignment of teachers as principals has not been accomplished in accordance with the Ministerial Regulation No. 23 / 2010, that was found principals who do not understand his TUPOKSI.
