The aims of this research are to provide the description of implementationof Rural Fund Allocation in Aliantan Regency, to describe thesupporting and pursuing factors that influence the implementation and strategydone to succeed policy implementation as well as to provide a recommendationfor local government in managing Rural Fund Allocation.The method used in this research is descriptive-qualitative method inwhere as main instrument is the researcher himself
The data sources used areprimary and secondary datas related with emphirical situation and condition ofpolicy implementation. In this research, the writer also uses survey research to obtain primary data of policy of rural fund allocation in Aliantan Regency. Based on the data available, the writer tries to describe systematically,factually, and accurately about facts, natures as well as the relationship amongphenomenon available.
The research results show that the policy implementation of rural fundallocation (Alokasi Dana Desa/AAD) in Aliantan Regency isrunning well. However, in relationship with achieving goal, the implementation of rural fund allocation in Aliantan Regency has not been optimal. Although the aim of increasing in administering governance, development and social community have implemented optimally, the aim of increasing capacity of community institution has not run optimally. The community participation in selfempowerment of solidarity/mutualaid has not been optimal.
Some factors that influence implementation of Rural Fund Allocation (Alokasi Dana Desa/AAD) in Aliantan are communication, human resource capacity, implementers’ attitude, bureaucracy structure, inveronment, and the parameter and aim of policy.
