Oil Palm Plantation Revitalization Program is an effort to accelerate the development of the people through the expansion of plantation, rejuvenation and rehabilitation of plantation crops backed investment loan and interest subsidy by the government in the business enterprise involving the plantation as a development partner in the development phase. Oil Palm Plantation Revitalization Program has been running in Tapung Jaya village, but late in implementation. The Problem in this study is whether the factors that affect the implementation of the Oil Palm Plantation Revitalization in Tapung Jaya Village subdistrict Tandun Subprovince Rokan Hulu.
The purpose of this study was to determine the factors that affect the implementation of the Oil Palm Plantation Revitalization in Tapung Jaya Village subdistrict Tandun Subprovince Rokan Hulu. Theoretical concept used is the theory of Edward III which affect the implementation of a policy includes four factors: communication, resources, disposition, and bureaucratic structures.
This study used qualitative research methods to the study of descriptive data. In collecting the data, the researcher used interview techniques, observation and documentation. By using key informants as a source of information and analysis of the data using descriptive qualitative method.
The results of this study indicate that factors affecting delay implementation of the Oil Palm Plantation Revitalization in Tapung Jaya Vilage subdistrict Tandun Subprovince Rokan Hulu is still a lack of clarity of the information received by the program managers and the low level of community participation as the target program so that the implementation of the Oil Palm Plantation Revitalization in Tapung Jaya Village subdistrict Tandun Subprovince Rokan Hulu has not run optimally.
