Analisis Faktor Yang Mempengaruhi Produksi Padi Dan Strategi Pengembangannya Di Kecamatan Kuala Kampar Kabupaten Pelalawan

Kuala Kampar Subdistrict as a paddy production area is expected to be able to maintain the stability of paddy availability in Pelalawan District. However, in reality the paddy production in Kuala Kampar not only tend to increase, but also decreased. Efficient production will lead to a decrease in production costs which in turn will lead to increase farmers' income.
As a center of paddy plantation development in Pelalawan District, Kuala Kampar Subdistrict is also a remote area, where it is limited in farming infrastructure, low quality of human resources, and limited labors.
In general, this study aims to analyze factors production, efficiency and strategy of paddy plantation. In particular, the research objectives are: (1) to study the characteristics of tidal wetland paddy farmers, (2) to analyze the factors affecting paddy production, (3) to analyze the technical efficiency, allocative and economic, and (4) to analyze the strategy of paddy plantation development. Analytical method used is descriptive analysis to answer the first goal, analysis of the Cobb-Douglas production function to answer the second goal, Data Envelopment Analyze (DEA) to answer the third goal and A-WOT to answer the fourth goal . The results showed that statistically variable land area, quantity of seeds, fertilizers KCl, SP36 and NPK, labors, and use of qualified seeds significantly affect the paddy production. Generally, respondent farmers have been technically efficient, but not allocatively and economically efficient. Improvement of farming infrastructures and transportation seems to be the main priority.
