Kualitas Pelayanan Mutasi Pegawai Negeri Sipil Di Badan Kepegawaian, Pendidikan Dan Pelatihan Daerah Provinsi Riau

Badan Kepegawaian, Pendidikan Dan Pelatihan Daerah (BKKPD) Riau Province is the government-owned institution of Riau Province that takes the mandatory to provide employees’ mutation service for government officers in Riau Province. Generally, the service quality of BKPPD Riau Province is still presumed unsatisfied in the perspective of service receivers. The study held in BKPPD Riau Province with aim to analyze the mutation service quality among government officers in Riau Province.
Population are all officers who receive mutation service in BKPPD office, consist of 836 government officers. By using Slovin formulation, the sample number is 90 government officers who receive mutation service. Variables are service quality based on Kep. Menpan No. 25 Year 2004 that consist of 14 service indicators and described into 20 subindicators. Data analyzed by using descriptive analysis.
The study reveals that averagely government officers who receive mutation service are still unsatisfied with the service provided by BKPPD Riau Province, especially in the aspects of: procedures, technical fulfillment, process time, equality and justice of mutation process handling, competency, process schedule and security felling assurance. Procedures simplification by using online system, providing writenly standard operational procedures and assure the placement of officers who already has passed the mutation process training are higly recommended.
