Upaya Penerimaan Pendapatan Asli Daerah Dari Sektor Pariwisata Pacu Jalur Di Kabupaten Kuantan Singingi Tahun 2018
This research is intended to answer the main problem regarding efforts to receive Regional Original Revenue (PAD) of Kuantan Singingi Regency (Kuansing) from the Pacu Path tourism sector in Fiscal Year 2018. Then, try to understand what factors influence the efforts to receive Regional Original Revenue (PAD) from the Pacu Path tourism sector, but the PAD revenue received by the Kuantan Sengingi District Government each year experiences a deficit and reaches the target set. The theory used in this study refers to the Policy Analysis with the location of the study in Batang Narosa District as the center of Pacu Path Tourism event in Kuantan Bay, Kuantan Singingi Regency.
The research method uses a qualitative approach, the research subject is the primary data source, namely the Head of Tourism, Youth and Sports, the Tourism Destination Office of Kuantan Singingi Regency, the Head of the Kuantan Singingi Regional Revenue Agency, the Kuantan Tengah District Head, the Chairperson / management of NGOs concerned with tourism, tourism businesses and local community leaders. Data were collected by in-depth interview techniques, observation and documentation, then the data were analyzed descriptively qualitatively. The results of the study showed that the receipt of Regional Original Revenue (PAD) of Kuantan Singingi Regency in the 2014-2018 Fiscal Year which was obtained from the tax and retribution and licensing sectors, apparently always did not reach the target set. Likewise, the contribution of the annual Event Pacu Pathway Tourism Event towards the reception of PAD in the field of tourism. Regulatory efforts undertaken by the Regional Government include, among others, establishing Regional Regulations on Taxes and Levies as well as Business Administration, APBD fund allocation. But the acceptance of PAD remained unreachable. The contributing factors are the potential of the region, objects and attractions of tourism have not been productive, limited funds and the dependence of regional ranks on outsiders in the development of regional tourism.
