The authority of the Pekanbaru city government in handling social problems is in the form of handling homeless people and beggars as stated in Pekanbaru City Regulation Number 12 of 2008 concerning Social Order. Pekanbaru City Government through the regional government organizations related to the Pekanbaru City Social Service and coordinating with the Civil Service Police Unit has a role in handling homeless people and beggars which includes preventive and repressive measures against homeless people and / or in order to re-humanize homeless people and / or beggars and children who have problems on the streets, so that the creation of social order is in accordance with the norms, values of the prevailing religious and cultural order, where the government and the community can carry out activities in an orderly, orderly, comfortable and peaceful manner.
The research objective is to determine the authority and inhibiting factors of the Pekanbaru city government in handling social problems, namely the handling of homeless people and beggars in 2018.
The research method used is descriptive qualitative method with data collection instruments including interviews and documentation studies related to research objectives, with research instruments used referring to the theory of authority proposed by Marbun (1997) that authority is the ability to act given by legislation that is applies to legal relations / actions.
The results showed that the handling of homeless people and beggars was not running optimally, where the existence of homeless people and beggars was still commonly found, especially at the intersection of public streets in Pekanbaru City. Preventive measures (prevention) of the emergence of new homeless people and beggars by giving fines / sanctions to the community (everyone) who make donations have not been implemented. Whereas repressive actions by coordinating between the Pekanbaru City Social Service and the Civil Service Police Unit in cracking down on homeless and beggars were still minimal. The crucial problem that hinders the handling of homeless people and beggars is the inadequacy of the budget and the behavior of the people who continue to contribute so that the homeless and begging are used as a profession, in addition to the crush of the economic needs of the homeless and beggars themselves.
