ABSTRACT
The research aimed of this study is to determine the factors causing poverty in Lumban Gaol Village. before and after mangrove forest conservation programme. To find out the efforts made by fishermen in dealing with poverty in the village of Lumban Gaol. The research method used was a qualitative approach and quantitative approach, with 30 respondents in the census sampling.
The result, the factors that caused the poverty of fisherman in Lumban Gaol Village were the average household income of fishermen of IDR 1.638.766,-/month. Fishermen’s helplessness is caused by the lack of alternative jobs available. The vulnerability of fishermen in dealing with emergency situations is caused by not having valuable assets if at any time the experience a disaster. Dependence, namely the low ability of fishermen to have fishing gear that is still relatively simple resulting in uncertain fishing results and is caused by seasons. Alienation of fishermen, namely fishermen’s residence far from public facilities that are beneficial to fishermen.
Efforts by fishermen to escape poverty have not yet existed because fishermen only surrender to exiting conditions and thought that only hope for government assistance.
