Efektivitas Penerapan Kebijakan Agreed Export Tonnage Scheme Oleh International Tripartite Rubber Council Terhadap Karet Alam Indonesia Tahun 2016-2018

This research discusses the effectiveness of ITRC policy, namely AETS in the form of rubber export volume restriction in 2016-2018. The policy was carried out as a result of a decline in prices occurring during 2015-2017. This research uses a pluralism perspective, where the perspective of pluralism emphasizes that international actors are not only focused on the country, but also international organizations. The authors use a level of group behavioral analysis that is the behavior of an individual in this case is a state of international action. In this study, authors use international cooperation theory. In this study can be concluded that the AETS policy by ITRC is ineffective in raising the price of rubber and is only able to increase the price in a short period of time due to declining rubber demand levels, the emergence of new competitors, and low domestic rubber consumption levels.
