Proses Integrasi Dan Implementasi Sustainable Development Goals (SDGs) Dalam Pengentasan Kemiskinan Di Provinsi Riau

Riau Province Government is a regional government that first established SDGs action plan through Riau Governor Regulation No 33 of 2018 on June 5, 2018 and considered to be foremost in preparation and planning for the implementation of SDGs. However, SDGs is an United Nation policy introduced into Riau Province development planning, the concept of SDGs can be in accordance with the direction of development policies and can also be something foreign, contradictory or even become a burden in its implementation in the regions. This study aims to see how the process of integration and implementation of SDGs in regional development, especially poverty alleviation in Riau Province. In this study also revealed what obstacles were faced by the Riau Province government in the process.
The study uses qualitative research methods by collecting information in various ways such as direct observation, document review, recording and through direct interviews with selected informants from Regional Servicess (OPD) that deal with poverty alleviation in Riau Province, such as BAPPEDA, Social Service, Education Office, Health Office, Riau Province Cooperative and SME Trade Office, and to dig deeper information the researchers will also interact and discuss a lot with the Riau Province SDGs Secretariat and UNDP Indonesia Representatives stationed in Pekanbaru to assist in the implementation of SDGs in Riau Province. The results show that the Riau provincial government has implemented the SDGs integration process according to the guidelines based on Presidential Regulation No.59 of 2017. There are 17 SDGs indicators that are in line with the Riau Province RPJMD, 15 SDGs indicators that can be proxied into the RPJMD indicators, and 217 indicators not yet in the RPJMD and need to be developed. In the Riau Province 2017-2019 SDGs Action Plans, there are 4 targets and 26 poverty SDGs indicators have been set which are supported by various programs implemented by several relevant services and other non-government parties. The results of a review of 26 poverty indicators SDGs there are 4 (four) indicators that are aligned / the same as the RPJMD indicators, 4 (four) indicators are almost the same (proxy) and 18 (eighteen) indicators that can be developed in Riau Province. Several obstacles in the process of integrating and implementing SDGs in Riau Province include; the uneven understanding and commitment to implement SDGs, the problem of availability supporting data on the achievement of indicators and differences in understanding, definitions and ways of calculation of the SDGs indicators.
