Evaluasi Kebijakan Kebandarudaraan Pada Bandar Udara Tempuling Di Kabupaten Indragiri Hilir
This research is based on the background that Indonesia is a developing
country which has the largest archipelago in the world with 17,504 islands, with
many islands, a means of transportation is needed to support the smooth running
of the economy in an area and be able to connect regions in Indonesia. Airport
management is not only carried out by big cities, but also by cities at the district
level throughout Indonesia, including Indragiri Hilir Regency.
The purpose of this research is to find out how to evaluate the airport policy
at Tempuling airport in Indragiri Hilir Regency and what are the inhibiting
factors of organizing the Tempuling airport, as for the qualitative descriptive
research method approach. Primary data is obtained directly through interviews
from informants, namely the head of the transportation department, head of the
traffic sector, and passengers.
The results show that the evaluation of airport policies at tempuling airport
in Indragiri Hilir Regency has not been maximized in the implementation process,
where the lack of utilization of buildings, lack of budget for maintenance and
constraints on law No. 23 of 2014 concerning Regional Government regulates
that regulation, control and supervision of civil aviation activities is only carried
out by the Central Government. Meanwhile, regencies / municipalities only issue
permits to build a building for helicopters to land and take off.
Meanwhile, the inhibiting factors for the implementation of this Tempuling
airport include: Human Resources (HR), lack of socialization from the
government to the community about the Tempuling airport.
Tempuling airport can be maintained if the operation of the airport is left to
the private sector and local government in carrying out its management, but if it
does not match expectations so far the airport has been established and there is
no revenue from PAD, then Tempuling Airport in Indragiri Hilir Regency must be
closed.
