Development efforts ultimately aim to improve the standard of living and welfare of the community towards a better direction, which is reflected in an increase in per capita income and fulfillment of basic needs, as well as a reduction in poverty, expanding employment opportunities and reducing inequality in income distribution in society. Likewise, the construction of the Koto Panjang Hydroelectric Reservoir is a reservoir built by damming the flow of the Kampar Kanan and Batang Mahat rivers which have a pool of 12,400 hectares. The main function of Koto Panjang Reservoir is apart from functioning as a Hydroelectric Power Plant (PLTA), as well as supplying electricity to the waters of the Koto Panjang Hydroelectric Reservoir is also the lifeblood of Riau fisheries. Because almost 90% of the cultivation fishery production of Riau Province comes from Kampar Regency. Based on data from 2016, there is a potential land for marine cage aquaculture covering an area of 410 hectares, including the 275 hectares of hydropower reservoirs in Koto Panjang, 125 hectares of rivers and 10 hectares of other lakes. This study aims to analyze the factors that influence the income level of goldfish (Cyprinus Carpio) cultivators in floating net cages in an effort to develop fishery potential in the Koto Panjang Hydroelectric Reservoir, Kampar Regency, Riau Province, estimate the economic value of goldfish (Cyprinus Carpio) cultivation in cages. The sampling location was determined based on (purposive sampling). The method used in this study was a survey method, namely by conducting observations, direct observation, taking data directly into the field and collecting data related to this research. Determination of the population in the study using the method The census where the number of respondents taken was all goldfish (Cyprinus Carpio) cultivators in the Koto Panjang hydropower reservoir. The data that has been obtained are then processed and analyzed qualitatively and quantitatively according to the problems being studied. Data processing and analysis were performed using the IMB SPSS Statistics 21 software and Microsoft Office Excel 2007
Based on the results of the study, it was found that the factors that significantly affected the income of goldfish farmers (Cyprinus Carpio) floating net cages in the Koto Panjang hydropower reservoir at the real level α = 5% based on multiple regression analysis of the four major variables using the IMB SPSS Statistics 21 application or software. The surplus value of the goldfish cultivation producer (Cyprinus Carpio) floating net cages in the Koto Panjang hydropower plant per cage unit is Rp. 23,880,093.03 / year, while the total economic value from the utilization of the goldfish cultivation area (Cyprinus Carpio) floating net cages in the Koto Panjang hydropower reservoir reaches Rp. 38,924,463,622.10, - / year. The results of the financial feasibility analysis of the goldfish cultivation business (Cyprinus Carpio) floating net cages in the Koto Panjang Hydroelectric Reservoir are feasible to be developed and implemented based on two categories of Cage Volume 6 x 6 x 4 and 6 x 8 x 4. The Net Present Value (NPV) is Rp. 122,990,016.52, - / unit for the 6 x 6 x 4 cage volume. Meanwhile, the 6 x 8 x 4 cage volume has a much greater Net Present Value of Rp. 196,202,384.48, - / unit. The second value of Net Present Value (NPV) is positive, which means that the business describes a profitable net present value greater than zero. The value of the Benefit Cost Ratio (BCR) obtained from the calculation results is 1.10 for the volume of the cage 6 x 6 x 4 and 1.13 for the volume of the cage 6 x 8 x 4 based on the criteria for business investment that is feasible if the value of the Benefit Cost Ratio (BCR) greater than 1, the same Internal Rate of Return (IRR) value of 62.97% for the volume of 6 x 6 x 4 cages and 124.75% for the volume of 6 x 8 x 4 cages. Sensitivity analysis shows that fish farming goldfish (Cyprinus Carpio) floating net cages in the Koto Panjang hydropower plant are more sensitive to changes in the decline in production of carp (Cyprinus Carpio) when compared to changes in increased feed prices, and the volume of seedlings with a size of 6 x 6 x 4 is more sensitive to changes in feed prices and decrease in selling price. Based on the Exponential Comparative Analysis (MPE), it is found that the best alternative development policies to be developed and implemented are capital strengthening and improvement of facilities and infrastructure related to fish cultivation development.
