Integrasi Pengungsi Asing Dengan Masyarakat Di Kota Pekanbaru

This research analyses the existence of refugees in Indonesia, particularly in Pekanbaru. This research is interesting because the fact that third countries that serve as the destination for refugees’ resettlement have started to limit the refugees quota and even close their doors upon the refugees arrival. As a result, many refugees have been stranded in Indonesia for uncertain times. Even though Indonesia acceptances of refugees arrival has been based on humanity considerations, Indonesia itself is not a state party to the 1951 Refugee Convention nor its 1967 Protocol. Thus Indonesia does not have the obligations to follow the rules and duties to provide the refugees’ basic rights, such as the right to get an education or getting a job.
This research uses Karen Jacobsen’s local integration theory, in which the integration will be considered successful if the society in asylum country accepts the existence of the refugees. Information regarding this topic was collected through interviews with respondents such as the officials from the local government and RUDENIM; the staffs from international organizations like UNHCR and IOM; NGOs; the local citizen; and the refugee themselves.
This research shows that the people of Pekanbaru are aware and accept the refugees living among them even though there were pros and cons at the beginning. The contra arguments were based on cultural differences that were feared it might affect the society. The refugees main concern with their temporary stay in Pekanbary is how they are prohibited to get access to education or to get a job. However, the Indonesian government has made some progress by releasing the President Regulation Number 125 Year 2016 that covers the management of refugees in Indonesian territory and has agreed to give basic educations to child refugees by sending them to public elementary schools.
