Efektivitas Penerapan Aplikasi E-Office Pada Badan Perencanaan Pembangunan Daerah Penelitian Dan Pengembangan Provinsi Riau

This research is motivated by the issuance of Governor Regulation Number
56 of 2016 concerning Management of Electronic Office Applications (e-Office)
within the Riau Province government. This policy is expected to become a reference
in the implementation of electronic service manuscripts in every Regional
Apparatus Organization in Riau Province. The implementation of e-Office in the
Regional Development Planning Agency for Research and Development of Riau
Province still causes problems including office administration which is still done
manually (should be electronically), employees do not understand the procedures
for using the E-Office system, there are no sanctions for government agencies that
do not use E -Office.
The purpose of this study is to explain the effectiveness of the
implementation of e-Office and to analyze the inhibiting factors for the
implementation of e-Office at the Regional Development Planning Agency for
Research and Development of Riau Province. The type of research chosen is
qualitative research with a descriptive case study approach. Data collection
techniques are carried out through interviews, observation, and documentation.
This study determined research informants as a source of information to obtain the
required data. Informants in this study are people who know the research problem
in depth. The number of informants in this study were 7 people.
The results of the study found that the effectiveness of the implementation of
e-Office at the Regional Development Planning Agency for Regional Development
Research of Riau Province in terms of the criteria for policy accuracy,
implementation accuracy, target accuracy, environmental accuracy, and process
accuracy was ineffective. The inhibiting factors are weak commitment of the
implementers, limited budget for socialization activities, and leadership factors.
