Dampak Kebijakan Izin Investasi 3 Jam (I23j) Bp Batam Terhadap Daya Tarik Investor Asing Di Kota Batam Tahun 2016-2018

This study aims to explain the impact of 3 Hours of Investment’s Permission
Policy BP Batam in Batam City on foreign investment interest in 2016-2018. In 2015,
The President of Indonesia, Joko Widodo realise that the foreign investments
permission system’s are still need some improvement. His concern about issue of how
long time’s needed to just obtain a single permission of business investment in
Indonesia is the reason of the 3 Hours of Investment Licensing Services (I23J) being
made. The President ordered Investment Coordinating Board (BKPM) to immediately
resolve the issue so that in October 26th, 2015, I23J has been officially launched. And
then in October 16th, 2016 Batam Free Trade Zone Authority (BP Batam) officially
adopted the policy to upgrade the system to be better.
This research uses a Liberal perspective by Adam Smith and David Ricardo
and group of Multinational Corporation as the level of analysis. This research uses the
concept of Economics Interest and Investment Concepts, by using the theory of Foreign
Direct Investment by Alan M. Rugman, and the methodology used in this research is
descriptive qualitative method. This method is carried out by collecting data by
researching, compiling, interpreting and explaining the data or phenomena that occur,
then it is continued by utilizing existing data from various sources so as to obtain
objective and accurate conclusions as answers to questions.
The research shows that I23J have been made a good contribution for the
amount of foreign investment realisation in Batam City, viewed from the growth of
amount of foreign investment realisation in Batam City in 2016-2018 always shows a
great increase of income from 325 Million USD in 2015 with 64 projects of work
(before I23J) to 471 Million USD in 2016 with 71 projects of work, and keep increasing
in 2017 with 592 Million USD with 72 projects of work. With the increase of the amount
of investment, it’s mean also the increase of the economic’s growth, and also increase
employees participation and decreased unemployment rates in Batam City. This is also
made the image of the city and it’s government rise positively and good for long terms
investment.
