Strategi Optimalisasi Penerimaan Retribusi Parkir Tepi Jalan Umum Di Kota Dumai
Dumai City is a city that is actively carrying out development in various
fields. And the economic activity of the community also increases and encourages
an increase in the number of vehicles used by the people of the city of Dumai. As a
result, it will increase the need for parking spaces and revenue from parking fees,
such as on-street parking. However, unfortunately on-street parking for local
government revenues is still very low. The study was conducted to analyze the
internal-external factors of UPT Parking on parking in the road service sector,
and formulate a strategy in order to optimize the revenue of road parking service
retribution in Dumai Selatan City. This research involves the method of quality
and quantity, the quality method is used to describe the internal-external factors
of parking on road services. After that, to formulate the strategy, the researcher
used ephas-ifas calculation, SWOT quadrant determination, IE matrix and SWOT
analysis. Methods of data collection is done by interviewing and filling out a
questionnaire. The results show that the Dumai City Parking Unit is in the third
quadrant (Turn around) and based on the IE matrix is in cell 5. The formulation
of strategies that can be applied by the government to optimize the acceptance of
public roadside parking fees are 1) establish the Electronic Parking Terminal
(TPE) program as a solution to the current implementation system which is still
not effective 2) To improve supervision, it is necessary to coordinate with other
agencies such as Satpol PP, Police and so on. 3) Installed Closed Circuit
Television (CCTV) at every public roadside parking location so that all forms of
fraud that occur can be recorded and become evidence for follow up. 4) Open a
written or online complaint service to receive input and complaints from the
public or public roadside parking service users. 4) Propose additional
operational budget related to public roadside parking retribution activities so that
public roadside parking area expansion can be carried out in Dumai City.
