This research is motivated by the problem of employee competence is still a problem that needs serious attention, especially in terms of technical competence, managerial competence and socio-cultural competence, this is due to not updating staffing data, workload analyst data and job analysis are not valid, placement Inappropriate civil servants so that it is known the competency development of Civil Servants at the Dumai City Personnel and Human Resources Development Agency and what are the factors that hinder the development of Civil Servant competencies at the Dumai City Personnel and Human Resources Development Agency. This research is a qualitative research with a descriptive case study approach. The location of this research was conducted at the Dumai City Personnel and Human Resources Development Agency.
The results of this study indicate that the competency development of Civil Servants at the Dumai City Personnel and Human Resources Development Agency, the competency development cycle is still not optimal, this can be seen from the research on the first several categories in the planning process employee competency development agency has compiled and made plans for competency development by compiling development needs and plans. Factors that hinder the development of Civil Servant Competencies at the Agency for Personnel and Human Resources Development, namely the absence of internal commitments and policies that regulate competency development for Civil Servants, The personnel management system that has not been implemented properly by referring to the merit system, the Covid 19 Pandemic Situation which occurred in the last two years, as well as limited facilities and infrastructure so that until now there has not been a UPT training center at the Dumai City which is expected to accommodate the needs of developing employee competence in Dumai City.
