Status Keberlanjutan Pengelolaan Ikan Terubuk (Tenualosa Macrura) Di Kabupaten Bengkalis
Terubuk fish species Tenualosa macrura has a distribution habitat in the
estuarine area of Riau Province which is found in the waters of Bengkalis
Regency, Meranti Islands Regency, and Siak Regency. The problem currently
being faced around the waters of the Bengkalis Strait is that the number of
Terubuk fish that are spawning in the waters of the Bengkalis Strait has
decreased. To anticipate the extinction of the terubuk fish in Bengkalis waters, the
Bengkalis Regency Government issued a regulation in the form of Regent
Regulation no. 15/2010 concerning the largest fish fishery reserve in Bengkalis
Regency. Then the KKP also issued the Decree of the Minister of Marine Affairs
andregarding the determination of the limited protection status of the Terubuk
Fish (Fisheries No. 59/2011Tenualosa macrura) in Riau Province. After the
issuance of the ministerial decree, Riau Province reduced the scope of its
protection status by issuing Governor Regulation (Pergub) Riau No.78/2012
concerning the Terubuk Fish (fishery reserve Tenualosa macrura) in Riau
Province which covers the Bengkalis Regency, Meranti Islands and Siak.
The fisheries management does not prohibit fishing activities that are
economic/commercial in nature but recommends with the condition that the
utilization rate does not exceed the carrying capacity ofthe aquatic environment
or the ability to recover fish resources (MSY). The purpose of this study was to
determine the existing condition of the terubuk fishery in the waters of Bengkalis
Regency, to determine the description of the condition of the waters and the latest
information from the Terubuk fish through the approach of ecological aspects,
economic aspects, social aspects, technological aspects and institutional aspects
and to determine the status of sustainability and develop a management strategy
renewal. Terubuk fish found in the waters of Bengkalis Regency. Meanwhile, the
benefits of the research are used as scientific studies in the management and
evaluation of conservation areas in the terubuk fisheries reserve area.
. This research was carried out from July to October 2021 in Bengkalis
Regency. The selection of sampling to distribute the questionnaires were villages
and sub-districts where there were fishermen who caught fish in the waters of the
Bengkalis Strait in Bengkalis Regency. The research method used during the study
was a survey method. Types and sources of data used in this study are primary
data and secondary data. Primary data was obtained by survey method with
interview technique, field observation and measurement. Interviews with
respondents used questionnaires, while policy makers used interviews and
discussions. Secondary data was collected from study documents or reports from
institutions related to institutions/agencies such as the Village Office, Fisheries
Service of Bengkalis Regency, Department of Marine and Fisheries of Riau
Province and BAPPEDA of Bengkalis Regency, BALITBANG of Riau Province,
BPSPL, Director General of Marine Spatial Management of KKP, and Satwas
PSDKP KKP.

The number of key respondents used in this study were 20 people.
Respondents came from the local Maritime Affairs and Fisheries Office staff,
fisheries entrepreneurs and heads of fishermen groups. Sustainable fisheries
management is seen from five dimensions, namely the ecological dimension, the
economic dimension, the social dimension, the technological dimension and the
institutional dimension. the scores of each attribute were analyzed using the
Rapfish technique and will be passed through several analyzes such as multidimensional
scaling (MDS), analysis leverage (JackKnife), andanalysis Monte
Carlo.
Based on the results of the study the results of the catch of the terubuk fish
during the period June-September amounted to 152 fish. From this amount, it
shows that the percentage of male fish caught is far more dominant, namely 101
fish (66,45%) than 51 female fish (33,55%). The results of the analysis of the
sustainability status of the terubuk fish in Bengkalis waters generally show a good
level of sustainability, although there are institutional dimensions that are less
sustainable while the other dimensions are quite sustainable. The results of the
analysis of each dimension show that the ecological index (59.92%) is included in
the moderately sustainable category, the economic dimension (52.94%) is
included in the moderately sustainable category, the social dimension (50.54%) is
included in the moderately sustainable category. Institutional (49.91%) is
included in the sustainable category and the technological dimension (70.25%)
indicates the category is quite sustainable. This can be seen from the
sustainability index of all dimensions, which ranges from the lowest 49.91% to the
highest 70.25%. From the results of the analysis of each dimension, it shows that
the ecological dimension is in the moderately sustainable category, the economic
dimension is in the moderately sustainable category, the social dimension is in the
moderately sustainable category, the technological dimension is in the moderately
sustainable category and the legal and institutional dimensions are in the less
sustainable category. Improvement of all attributes of all dimensions (especially
institutional dimensions) by means of appropriate policy interventions needs to be
carried out so that the level of sustainability of the management of terubuk fish in
Bengkalis waters becomes better. Thus, the design of the terubuk fish management
in Bengkalis waters can use the dimensions of the attributes that are classified as
quite sustainable, to support or improve the institutional dimensions in order to
support the management of terubuk fish. Some water quality parameters of
Bengkalis waters are still supportive for fish life, where the water quality
parameters measured are still in accordance with PP No. 82 of 2001 which
regulates Water Quality Management and Water Pollution Control.
