Implementasi Kebijakan Kekarantinaan Kesehatan Pada Keberangkatan Kapal Di Kantor Kesehatan Pelabuhan (KKP) Kelas III Dumai

In order to minimize disease prevention, one of the steps taken by the
government is prevention of disease prevention. Not only preventing disease from
entering through the arrival of foreign or domestic ships, but also preventing the
spread of disease from ship departures either going abroad or domestically. The
purpose of this study is to analyze the implementation of the Health Quarantine
Policy on Ship Departures at the Dumai Class III KKP and find out what hinders
the Dumai Class III KKP in implementing the Ship Departure Policy at the Dumai
Class III KKP. This research is a qualitative research in which the techniques
used in data collection using interview techniques, observation and
documentation. The data sources of this study were the Coordinator of the
Substance of Quarantine Control and Epidemiological Surveillance and the
Dumai MPA Class III staff. This research was carried out at the Class III Dumai
Port Health Office (KKP), having its address at Jalan Datuk Laksamana, Buluh
Kasap sub-district, Dumai Timur sub-district, Dumai City. The author uses the
theory of public policy implementation according to the Charles O. Jones Model
(1996) which is divided into three dimensions, namely Organization,
Interpretation and Application and has obstacles, namely limited human
resources, input errors always occur in the Sinkarkes application and ship
departures (PHQC) has not been optimally carried out.
