Implementasi Program Keluarga Harapan (PKH) Dalam Mengentaskan Kemiskinan Di Kecamatan Dumai Barat
Family Hope Program (PKH) is a program that provides conditional cash assistance to Very Poor Householdswho have been designated as PKH participants. In order to receive assistance, PKH participants are required to meet the requirements and commitments related to efforts to improve the quality of human resources (HR), namely education and health. This study aims to analyze the implementation of the Family Hope Program Policy in West Dumai District and to identify the inhibiting factors in the implementation of the Family Hope Program in West Dumai District. This research is a qualitative research where the techniques used in data collection using interview, observation and documentation techniques. There are four sources of data from this study, namely the Head of the Social Service, the sub-district Family Hope Program Facilitator, CSW (Community Social Worker), Recipients of the Family Hope Program. The selection of data sources in this study used purposive sampling. The criteria for data sources are people who have experience in the Family Hope Program (PKH) and community beneficiaries of the Family Hope Program (PKH). As for the result of this research, the implementation of the Family Hope Program (PKH) in West Dumai District received support from various sub-districts, villages, and the enthusiasm of the community regarding this program. However, this is not optimal and there are still many shortcomings that need to be fixed. This can be seen from the target group that is not yet right; the number of implementers is limited both in terms of quantity and quality (skills) so that it cannot be said to be maximal. This research was answered using Grindle's theory, namely Content Of Polish consisting of influencing interests, types of benefits, degree of change to be achieved, location of decision making, resources used, power and interests, characteristics of institutions and regimes in power, the level of compliance, as well as the obstacles found, namely: Lack of budget from the government and implementing the Family Hope Program (PKH). The number of community resources still needs adjustment, because of this the validity of data from PKH recipients also weakens.
