The free school policy is an ideal concept. Through this concept of free school,
there are no more children of primary and secondary education who do not enjoy
education. One of the private schools implementing the free school policy is SMP IT
Madani Pekanbaru.
The research on the implementation of free school policy at SMP IT Madani
Pekanbaru aims to describe the results of the analysis which includes; implementation
of free school policy, goals and requirements and budgets, supporting factors,
constraints, and minimizing obstacles in the implementation of free school policy.
This research uses qualitatively descriptive methods. Data collection and analysis
techniques with observations, interviews, documentation then researcher did triangulation
data. The validity of the data is determined by the degree of trust, diversion,
dependence, certainty. Technique of data analysis follows miles and huberman flow
model.
As for the results of the research: 1) The realization of the implementation of the
free school policy at SMP IT Madani Pekanbaru has fulfilled its main goal of presenting
free and quality schools. 2) The objective of this free school policy is in accordance with
the school's vision of helping the education of underprivileged students and as a
requirement of new student administration by attaching a certificate of underprivileged,
as well as the allocation of BOS assistance funds budgeted at one million. 3) The main
support obtained by SMP IT Madani Pekanbaru from Yayasan Swadaya Ummah and
from donors and the Pekanbaru’s government who have given school operational
permits and school operational assistance. 4) Constraints in the implementation of free
schools among others: limited school land and supporting room facilities that have not
been owned such as the absence of halls and labor IPA, the limitations of disbursement
of BOS funds, lack of teaching staff so that there are still some teachers who teach in
addition to the scientific field, there are still students who are lazy to school despite free
contributions from the school because most of them work to help parents outside of
learning hours, The lack of parental commitment in motivating their children's
education, this is seen from the lack of parental commitment when participating in
counseling and parenting activities that have been agreed from the beginning for parents
whose children attend SMP IT Madani Pekanbaru. 5) To minimize constraints in the
limitations of teaching staff, the school empowers teachers to teach subjects other than
the fields they have, the limitations of school land have been reported to the foundation
to be pursued for land purchases for school expansion, for incomplete facilities made
efforts by utilizing existing facilities such as the provision of bulkheads in the library
room that part of the room is used as IPA labor.
