Collaborative Governance Pada Taman Nasional Zamrud Di Kabupaten Siak
This research is motivated by the determination of Siak Hijau Regency
whose policy direction is based on the division of 5 zones or areas, namely
conservation areas, food crops areas, plantation and forestry areas, industrial
areas, and residential areas. Among the five zones, the priority is the conservation
zone, including the Zamrud National Park. Having the potential and threats that
are directly proportional, the management of the Zamrud National Park cannot
be done alone. Therefore, BBKSDA as a regional stakeholder cooperates or
collaborates with other stakeholders such as local governments, BOB PT. BSPPertamina
Hulu, Non-Governmental Organizations, and Communities around
Zamrud National Park.
The purpose of this study was to find out collaborative governance of the
Zamrud National Park in Siak Regency and what factors hindered collaborative
governance in of the Zamrud National Park in Siak Regency. This research is a
qualitative research method using a descriptive approach. Primary data was
obtained directly through interviews with informants, namely the Head of the
Planning, Protection and Preservation Section (BBKSDA), the Chair of the Siak
Green Regency Coordination Team, the Head of the Siak Tourism Office, the
Head of Dayun Village, the Head of the Elang NGO, and the External Affairs
Manager of BOB PT. BSP-Pertamina Hulu.
The results of this research indicate that 5 of the 8 indicators of
collaborative governance success proposed by De Seve have been successfully
implemented. As for distributive accountability/responsibility, it is not
implemented or does not exist, because the programs implemented are separate
between the stakeholders. Meanwhile, 2 indicators that have not been
implemented, namely trust among participants and access to resources, are
hampered by limited authority communication, , and funding.
